About the Speakers

Karen L. Hawkins

Karen Hawkins

Karen L Hawkins served as the Director, Office of Professional Responsibility at the IRS from April 2009 until July, 2015. Prior to that, Ms. Hawkins was in private practice as a member of the Law Offices of Taggart & Hawkins, PC for the 30 years specializing in civil and criminal tax defense. In 2015, Ms. Hawkins returned to private law primarily as an educator, expert witness and tax procedure consultant.

Ms. Hawkins is currently the Chair of the American Bar Association Taxation Section. Ms. Hawkins is a past Chair of the Taxation Section of the State Bar of California, past chair of the ABA Taxation Subcommittee on Civil Penalties, and the IRS Liaison Meetings Committee. She served as a Director on the Council of the ABA Taxation Section and as the Section's Vice-Chair Professional Services and is a Fellow of the American College of Tax Counsel.

Ms. Hawkins is the founder of the San Francisco Pro Se/Pro Bono Tax Court project, and she played a key role in the successful efforts to reform the innocent spouse statutes in both federal and California law. Her honors include the V. Judson Klein and Joanne Garvey Awards from the State Bar of California Section of Taxation in 2002 and 2012, respectively; the National Pro Bono Award from the American Bar Association Tax Section, and the Judith McKelvey Distinguished Alumna Award from Golden Gate University, both in 2004; the Jules Ritholz Memorial Merit Award from the ABA Taxation Section Civil & Criminal Tax Penalties Committee in 2008. In 2012, Golden Gate University School of Law named its Tax Law Library Collection in Ms. Hawkins’ name and in 2015, awarded her an honorary Doctor of Laws (LLB).

Ms. Hawkins earned her J.D. and M.B.A. degrees from Golden Gate University, Schools of Law and Tax, respectively, in San Francisco, California. Ms. Hawkins also holds an M.Ed from the University of California, Davis. Her B.A. is from the University of Massachusetts, Amherst. Ms. Hawkins has spoken and written extensively on all aspects of civil and criminal tax controversy issues and on ethics in tax practice.

Brian Wozniak

Brian WozniakBrian Wozniak is a Senior Tax Specialist with the Internal Revenue Service’s Stakeholder Liaison Division in Portland and works with tax professionals to identify ways the agency can be more responsive to customers’ needs. Brian coordinates IRS outreach and education to the tax practitioner community and small business owners.

Brian started working for the Internal Revenue Service 25 years ago as a Tax Examiner in the Philadelphia Service Center. In 1994, Brian accepted a position in the Portland District Office where he has worked as a Lead Customer Service Representative and Functional Training Coordinator. Recognizing the taxpayer’s need for education to positively impact voluntary compliance, Brian joined the Taxpayer Education and Communication Function in 2001.

Brian has earned a Bachelor of Science in Accounting from Portland State University and a Bachelor of Science in Business Administration from Edinboro University.

Sophia Sakoff

Sophia SakoffSophia Sakoff is a Senior Tax Auditor and the Personal Income Tax Forms and Publications Coordinator for the Oregon Department of Revenue.

Sophia has been with the department for over six years analyzing Oregon Revised Statutes and Administrative Rules related to personal income tax, facilitating the department's Tax Professional Liaison meetings, and assisting Oregonians understand the complexities of tax law.

With over 10 years of experience in the financial industry, Sophia went back to school and completed her B.S. in Business Administration, while raising her three children. This bold move allowed Sophia the opportunity to pursue a career in the public sector as an accountant, auditor, and policy analyst where she is proud to serve the people of Oregon.
