HR 4462 Charitable Donations for Haiti

On Friday, President Obama signed H.R. 4462 into law which allows the
acceleration of federal income tax benefits for charitable cash
contributions for relief of victims of the earthquake in Haiti. Below
is information about the Oregon treatment of this new law.
Oregon is currently tied to the federal definition of taxable income
(which includes the calculation of itemized deductions such as the
charitable contribution deduction) as of May 1, 2009. Therefore any
change by H.R. 4462 will not be allowed by Oregon at this time.
However, Oregon's legislature is scheduled to begin a special session on
February 1. The legislature may very well consider and even pass a bill
that would allow similar treatment for Oregon. The department
recommends that taxpayers who want to take advantage of the provisions
of H.R. 4462 wait until after the legislative session has adjourned
(around the end of February) to file their Oregon return so we know if
the legislature decides to take action on this issue.

Important News for Oregon Tax Consultants

The Tax Board met in Salem on Thursday, November 5th. A representative from ODR was at this meeting and presented HB 3082 to the Board for review. The Tax Board agreed to be in on the pilot program.
A notice explaining HB 3082 will be sent to all consultants about the end of the year.
Around January 15, 2010, the Tax Board will send ODR a printout of consultants, including name, address, social security number, and LTC#. These licensees will be verified by ODR to be in compliance with the provisions of HB 3082.
Compliance means: Tax returns for 2006, 2007 and 2008 have been filed and either paid in full or on a current payment plan with all payments having been made.
If not in compliance, the Tax Board will be notified and the licensee’s renewal license will be held up until the consultant is in compliance and the Tax Board has been notified of the compliance. ODR will be in touch with any consultant who is delinquent and that consultant will be asked to come in by appointment to discuss and rectify the problem.
This is a pilot program and is limited to three boards, the Tax Board being one of them.

Tax Practitioner Liaison (TPL) Meeting (2 hours CPE)
The Tax Practitioner Liaison (TPL) meeting is usually on the fourth
Friday each month, from May through October, and the first
Friday in December.
The meeting is held from 9:00 am - 11:00 am at the Oregon Department of
Revenue Building at 955 Center NE, Salem, Oregon, in the "Fish Bowl" room
on the first floor near the cafeteria. (Need
