Rendezvou 2017

 

The Blue Mountain Chapter of Oregon Association of Tax Consultants is once again bringing an amazing seminar to the east side of Oregon!

The cost for both days is only $195 for OATC Members who register by 8/07/17

  

Topics to be covered include:

  • The three branches (Legislative, Executive, and Judicial) and how that affects federal tax laws and their applications.
  • One-page guide to Internal Revenue Code arrangement and order.
  • One-page guide to reading individual Internal Revenue Code sections showing outline style used in all sections that should make reading them more comprehensible.  
  • How to use the logically arranged, well organized, easy to research Internal Revenue Code Table of Contents.  
  • IRS promulgations including Treasury Regulations, documents such as revenue rulings, revenue procedures, notices, and announcements published in the Internal Revenue Bulletin, and sources of information that lack legal authority, but can be helpful, such as IRS publications and postings on the irs.gov website.  
  • Federal trial and appellate courts having jurisdiction over federal tax matters, how cases are cited and can be researched, and which cases have value as precedents for tax practitioners. 

Day 1 - August 18

Day 1 will start by focusing on the organization of the Internal Revenue Code itself and how to easily understand the very logical Code organization and locate sections within the Code dealing with specific topics of interest.  Day 1 will also include guidance about reading individual Code sections and relating them to one another and to tax forms we commonly encounter.   During the latter part of Day 1 we will begin covering regulations related to Code sections and how to navigate through them. 

Day 2 - August 19

Day 2 will continue with regulations and go into what the news media sometimes calls "sub-regulatory guidance" such as revenue rulings, revenue procedures, notices, and announcements.  After discussing regulations and sub-regulatory guidance, the class will go into court cases, including how to locate them, how to keep current for free with U.S. Tax Court opinions, and using court decisions to better serve our clients.

From a Constitutional perspective, day 1 of Rendezvous will start with the Legislative branch (Congress that writes the Internal Revenue Code) then begin looking at Executive branch (IRS as part of the U.S. Treasury Department) promulgation of regulations and sub-regulatory guidance to be completed during day 2, and finally as part of day 2, court decisions from the Judicial branch (Federal courts with jurisdiction over tax matters).

About the Speaker

Dennie Wheeler, CPA is a resident member of Wheeler & Grimes, CPAs LLC in Bandon Oregon. He has continuously held an Oregon CPA license since 1977. On his first attempt, he was one of seven people in the United States to pass the 2002 U.S. Tax Court examination for non-attorneys to be admitted to practice before the U.S. Tax Court.  Dennie frequently represents clients in tax controversies.  He also holds an Oregon municipal auditor license, and has co-authored two articles published in professional accounting journals.  He has an associate’s degree with honors, a baccalaureate with honors and distinction in major, and two master degrees.  

Dennie taught accounting and applied statistics at Oregon State University for four academic years, and has been an adjunct faculty member for three other colleges.  He has been a frequent seminar speaker for professional tax-related organizations for over 30 years.  During 2007 and 2008, the Oregon Department of Revenue retained Dennie to teach 16 class hours of partner and partnership tax law for Department of Revenue staff. 

Dennie has testified before several Committees of the Oregon Legislature.  He has also testified before the Governmental Accounting Standards Board (GASB), and the Surface Transportation Board, and has appeared as an expert witness on taxation, accounting, and statistics in several courts. 
Dennie was a police officer for the City of North Bend, Oregon earning his advanced peace officer certification in the shortest time allowed under Oregon law, and was number one student in his class at the Oregon Police Academy.  He received training in traffic collision investigation and skid mark analysis from the California Highway Patrol, and has testified as an expert witness in traffic collision cases.
